Puducherry Gets India's First Municipality-Led SEZ

In a landmark development for India's industrial and export ecosystem, Puducherry has become home to the country's first municipality-led Special Economic Zone (SEZ). The Government of India has notified two new SEZs in the Union Territory, including an IT/ITES SEZ to be developed by Oulgaret Municipality, making it the first urban local body in India to lead the development of an SEZ.

The municipality-led IT/ITES SEZ will be established at Thattanchavady in Oulgaret Taluk over 8.62 hectares, with a proposed investment of ₹725 crore. The project is expected to generate around 3,500 direct and indirect employment opportunities, strengthening Puducherry's technology and services ecosystem.

Alongside the municipality-led IT/ITES zone, the government has also approved a multi-sector SEZ at Karasur in Villianur Taluk, to be developed by the Pondicherry Industrial Promotion Development and Investment Corporation (PIPDIC). Spanning over 86 hectares, the project will attract an estimated ₹1,250 crore in investment and create nearly 5,000 jobs across manufacturing and service industries.

The two Special Economic Zones are expected to transform Puducherry into an emerging investment destination by attracting domestic and global businesses. The projects support export-led growth, encourage high-value manufacturing, and strengthen India's broader Make in India and self-reliance initiatives. They also reinforce the industrial momentum of the Tamil Nadu–Andaman–Puducherry (TAP) region.

The Oulgaret Municipality-led SEZ establishes a new benchmark for decentralized industrial planning by empowering an urban local body to directly develop and manage a Special Economic Zone. Experts believe this model could encourage other municipalities across India to participate in large-scale industrial and infrastructure development, fostering local economic growth and employment generation.

Puducherry's first municipality-led SEZ marks a significant milestone in India's industrial development journey. By combining local governance with strategic infrastructure investment, the initiative is expected to boost exports, create thousands of jobs, attract technology companies, and position Puducherry as a growing hub for IT, manufacturing, and innovation.
